China RoHS
On February 28, 2006 China passed a new „Administration on the Control of the
Pollution caused by Electronic Information Products (ACPEIP)“. The ACPEIP
regulates the dissemination of “Electronic Information Products” (EIP’s) on the
Chinese market that contain lead, mercury, cadmium, hexavalent chromium,
polybrominated biphenyls (PBB) or polybromidanted diphenyl ether (PBDE) up to
thresholds which are defined in “Industry Standard SJ/T 11363-2006” for
China.
The maximum permitted thresholds are equivalent to the published limits of
the EU RoHS Directive 2005/618/EC. However the ACPEIP includes a number of
requirements that go beyond the RoHS Directive concerning exemption clauses,
special marking of products as well as supplementary information to be attached
to EIPs.
The ACPEIP affects all EIPs that are manufactured in or imported to China.
A special “Key Product Catalogue” defines which Electronic Information
Products (materials, components and parts) will be affected by the prohibition
of certain substances.
As a first step, from March 1st, 2007, the products contained in the “Key
Product Catalogue” have to fulfill the labeling- and information requirements
for the relevant substances. The beginning of the second step (prohibition of
substances and certification before commercialization) is not expected before
end of 2007/ beginning of 2008.
